When the Clean Air Act was passed 52 years ago, it was revolutionary for making a framework for hazardous air pollutants. And since then, it has made a huge impact on pollution in the United States.
In 2023, the Clean Air Act prevented more than 230,000 deaths, around 85 percent of which are linked to reductions in ambient particulate matter that have caused premature mortality rates to decline. According to the EPA, benefits from the act exceed costs by an average factor of 30 to one.
However, while air contaminants have fallen across the entire country, disparities in the populations most exposed to pollution still very much exist. And, as successful as the Clean Air Act has been, it does not contain elements for a targeted approach needed to remove these disparities, according to a new study published October 24 in the Proceedings of the National Academy of Sciences.
In January 2023, research in Nature found that the average fine particulate matter (PM 2.5) concentration for the Black population was 13.7 percent higher than that of the white population and 36.3 percent higher than that of the Native American population. The study also found higher concentrations of pollutants among lower income populations than high income populations.

Research from 2023 found that most emission source types (which include industrial, coal, gas vehicle, agricultural, and more), representing around 75 percent of exposure to PM 2.5 in the US, disproportionally affect minority populations. This holds true across states, rural and urban divides, and income levels.
“Our findings regarding relative disparities indicate the importance of strong, targeted air-pollution-reduction strategies, not only to reduce overall air-pollution levels but also to move closer toward the EPA’s aim to provide all people with the same degree of protection from environmental hazards,” Abdulrahman Jbaily, a former postdoctoral researcher at Harvard Chan School and first author of the Nature study, said in a statement.
The Clean Air Act is made up of multiple different policy tools and components that have lowered emissions country-wide since its implementation. Yet they all fall short of knocking out the disproportionate impact of pollution on minority communities. In the newest work, researchers from multiple universities and organizations created intervention models of three different policies—two from the Clean Air Act and one that would target pollutants affecting minority populations—and found that the third policy option would make a huge dent in bringing down disparities.
The researchers first zeroed in on one CCA policy that addresses pollution concentration standards, similar to the National Ambient Air Quality Standards. This kind of standard basically sets a level of pollutants like articulate matter, ozone, nitrogen oxides, sulfur oxides, carbon monoxide, and lead that can be present without “harming human health.” This approach, apparently, doesn’t do very much at all, according to the research. “It’s not very efficient or effective,” says study author Julian Marshall, a professor of civil and environmental engineering at the University of Washington.
The team also modeled another Clean Air Act policy, which is designed to bring down emissions by industry or economic sector on a wide scale. This, the study authors found, also leaves disparities between affected populations.

The third policy investigated wasn’t in the federal law. Instead, it targets specific locations—something that activists and experts have been pushing for across the world for many years. What they found was that using the third policy idea could reduce these disparities rapidly. “Not overnight,” adds Marshall, “but not so far from it.”
So, why isn’t this kind of policy everywhere? Well, Marshall says, back in the early days of the Clean Air Act, people weren’t focusing on racial disparities in air pollution—air pollution was considered a problem plaguing the entire country, and the policies in place were geared that way.
Luckily, the policy that Marshall and colleagues studied has taken off in a few places, with Marshall citing examples of policies in California, Washington state, and New Jersey. But even making more people aware of how strong the disparities are between different places, even in the same city, when it comes to pollution is a necessary step towards larger change.
“Now, that’s not the same as making real change,” he says. “But it’s a necessary first step.”
Correction: a previous version of this post stated that the Clean Air Act in 1970 set federal standards on 187 hazardous air pollutants. This happened in a later version of the act.
In a Google Webmaster Hangout someone asked John Mueller what was quality content for Google. Mueller essentially said that publishers know what “quality” is better than Google does. Mueller then shared what the publisher should focus on instead.What is Quality Content for Google?
To put this question into context, a few years ago the SEO community kept announcing what they called a Quality Update every month. Month after month, they kept saying an update was happening and it was about quality.
Google denied that those updates were actual updates. But the idea that “quality” might be an important ranking factor persisted.
Even after Google introduced BERT, Neural Matching, RankBrain and other strides in Natural Language Processing to search results, publishers still think in terms of creating “quality content.”
Quality is good. But in my opinion, based on twenty years of search marketing experience and following the latest developments in search, Google primarily ranks websites for usefulness, which is about relevance to the search query intent.
Authority is a part of determining what is relevant.
Relevance is the end and authority is the means.
Bill Slawski, a search marketer who follows search related patents, published an article in 2023 about a patent related to authority. In it he quoted this about authority:
Whether the search system considers a site to be authoritative will typically be query-dependent. For example, the search system can consider the site for the Centers for Disease Control, “cdc.gov,” to be an authoritative site for the query “cdc mosquito stop bites,” but may not consider the same site to be authoritative for the query “restaurant recommendations””
Here is the question:
“What is quality content in Google’s eyes? If two people are writing on the same content it’s possible they have a different opinion on the same thing. Then how does Google decide which one is better?”
John Mueller answered:
“With regards to quality content, in general this is something where you as the site owner probably know a lot more about what is actually quality content for your specific kind of site.”
What is quality? It’s a subjective opinion of excellence. There aren’t really any patents or research papers about creating a subjective opinion of quality across a range of topics.
Something like authoritativeness has been researched. Authority is about accuracy and factual truth. A site that acquires links and other signals of affirmation can be said to be authoritative.
A concept like quality is abstract and subjective. Search, in my opinion, is not about providing subjective answers but about providing useful answers that are accurate in terms of solving the question or need that underlies the search query, also known as search intent.

“So that’s something where I wouldn’t worry too much about what Google thinks about quality content. But rather you need to show that you really have something that’s unique and compelling and of high quality.”
Mueller appears to be saying to stop focusing on what Google might algorithmically think is high quality and start focusing on what users will respond to as high quality.
His follow up statement encourages publishers to focus on how users may respond and that might sound “holistic” and new age-y and non-actionable. But it’s not.
Here’s Mueller’s follow up statement:
“So instead of trying to work back how Google’s algorithms might be working, I would recommend trying to figure out what your users are actually thinking and doing things like user studies, inviting a bunch of people to your office or virtually to show them something new that you’re providing on your website and ask them really hard questions where sometimes the answer might be we don’t like your website or we were confused by your website or we don’t like the color of your logo or something.
But kind of this is the hard feedback that’s really important to get and a lot of times these are things that you might not agree with but if all of your users are saying this then maybe that’s something you need to consider as well.”
In my opinion and experience what Mueller is describing is a pragmatic approach for ranking. What I mean is that when people talk about delighting users what they are really talking about is providing relevant answers or relevant experiences or relevant usefulness (utility).

Then to put a bow around those concepts of relevance there are considerations like ease of use and attractiveness.Attractiveness is About Relevance
In my opinion, attractiveness is more about being appealing and less about being stylish. Attractiveness, when considered in terms of being appealing, is really about relevance.
For example, a site about tying fishing flies might work best if it looks like it was hand coded by a twelve year old. That will resonate with people who are focused on the information and not on how pretty a site looks. Attractiveness is about relevance. So when you design a site a consideration should be understanding how a user might feel about the look of the site and how it relates to them (relevance).Importance of Being Relevant to Users
Finally Mueller shared how Google itself focuses on being relevant to users:
Here he mentions being relevant:
“This is something we do all the time as well. We do a/b tests in the search results all the time to see how can we make sure that we continue to provide relevant results, even when users needs and expectations continue to change over time.”
Now Mueller describes the importance of how users experience Google:
“We do user studies in search console as well where we try new features out and try to kind of see which ways users are either confused by these new features or which way they can work better with these new features.”
Finally he underlines the usefulness of approaching the problem of ranking in the same way Google approaches the problem of ranking.
“These are things you always need to do and you should focus on your users rather than on how Google’s algorithms might currently be trying to figure out what is high quality content.
One of the other reasons why you shouldn’t be focusing on how Google’s algorithms figure this out is that Google’s algorithms will also continue to evolve and continue to focus on the users and see what they need.
And if you’re just focusing on Google’s algorithms you’re always a step behind.
So try to focus on your users and figure out what their needs are and what you can do to provide something that is really unique and compelling and different from everyone else in that area that you’re active in.”

A not uncommon issue I find when performing a site audit is that the publisher focuses too much on the excellence of the content and not enough on being relevant to the user they are trying to reach.
Content quality becomes defined within the context of being comprehensive. So they write 5,000 word web pages.
Meanwhile their competitors are outranking them with pages that are significantly shorter in content.
Why is that? That’s the answer I provide and it’s always different but it mostly centers on relevance.
This is what I meant when I said that Mueller’s answer kind of sounds new age-y but in reality there are some pragmatic and actionable takeaways.

Unlike most reveals, I only concentrated on the organizing part, using systems that were already in place. A few years ago, I painted this closet and added shelving so that I could use it as a pantry. (The pantry is now in the kitchen.) Sure it could stand to be repainted, but that wasn’t the purpose of this project.
Before I got started, I spent a lot of time thinking about how I need this closet to function.
I knew that I needed to store:
extra toilet paper
Your list might look different.
Like I said, I used the konmari method to get rid of stuff. And while cleaning stuff doesn’t spark joy per se, having it all organized does.

Remove every thing from your closet. The mess is worth it, trust me!
Only put things back that you’re keeping.
Donate what you can and throw away the rest. If you’re unsure about an item, put it to the side. By the end of the process, you will most likely want to get rid of it.
The remaining stuff should fit with plenty of room to spare.
While you work, take mental notes on things that you need to replace. There’s no need to rush out and buy it now, but it’s nice to know that you should keep your eye open for good deals on new towels for instance.
If you store medicines in your closet like I do, keep them up high if you have small kids. My kids are older and understand the risks.
Speaking of medicine, go through them and get rid of old prescriptions and expired meds. It’s surprising how fast they expire! Take notes of what you need to replace.
It’s also a good chance to see what you buy too much of. Straws, I’m looking at you.
If you have tons of cleaning rags, store them in a basket. I use a ton of rags for cleaning furniture.
Matching baskets look nice together. They don’t have to be expensive. These were $5 each at the grocery store. Plastic is nice because if liquid medicine spills, it can be wiped clean.
We hung the stepladder on the wall. As you can see, it is well loved, so it needs to be accessible.
A broom holder is great for corralling all of your long handled cleaning supplies.

The wooden ship sailing through the waters between the Indonesian islands of Sumatra and Java held a fortune. Its hold was packed with 200 tons of iron and 30 tons of ceramics from China. Rounding out the cargo were elephant tusks, aromatic resins, and potentially jars of foodstuffs or fabrics—all valuable trade items headed for a distant port. Then, disaster struck. For some reason (potentially a storm) the ship foundered, sinking to the bottom of the Java sea.
It lay on the seafloor for centuries until the late 1980’s, when local fishermen notices a lot of seabirds flying over the site, and figured it would be a great place to fish. “But when they started to do their work, they started bringing up ceramics,” says Lisa Niziolek, an archaeologist at the Field Museum. “Unfortunately for us it’s far more lucrative for them to sell ceramics than fish so there was a lot of looting at the site by local divers prior to 1996 when Pacific Sea Resources came in and did the final salvage work.”
Niziolek is the lead author of a new study published in the Journal of Archaeological Science: Reports, which took a closer look at the artifacts from the wreck, and found that the ship sank nearly 100 years before it was previously thought to, thanks in part to the equivalent of a ‘made in China’ inscription on a few of the pottery pieces.
The artifacts from the ship took a circuitous path to Niziolek and colleagues at the Field Museum. Niziolek explains that when the private company Pacific Sea Resources got permission from Indonesia to salvage the wreck site, they were required to give half of the cargo to the Indonesian government. The other half was theirs, to do with as they pleased. An archeologist, Maichel Flecker, was part of the salvage mission, and had meticulously mapped the site and documented the placement of the artifacts on the seafloor during the salvage process, in addition to taking a sample of resin and running it through radiocarbon dating, which put the age of the wreck at about 700 years old.
All those efforts made the wreck not just monetarily valuable, but also scientifically valuable, giving future researchers the information needed to do more research on the site, even after it was excavated from its resting place. In the end, the company donated their half to the Field Museum in Chicago, where Niziolek eventually started looking into the ceramics that had been on board.

She and he co-workers decided to take a closer look at some of the artifacts and found an inscription on the bases of two ceramic pieces that mentioned a place, Jianning Fu, a prefecture in the Fujian province in China. “Jianning Fu is referring to the place where these pieces were produced. In that sense it is like a ‘made in china’ stamp.” Niziolek says, likening it to the ubiquitous stickers and stamps that demarcate commercial goods produced in China.
“It wasn’t unusual at the time for ceramics to have inscriptions on them—usually though, they would indicate a family name, the family who owned the workshop where the pieces were made,” Niziolek says. But that wasn’t the most unusual thing about the inscription. That particular name shouldn’t have existed on dishes that were only 700 years old. 700 years ago, that location wasn’t called Jianning Fu. The prefecture changed its name in a transition of power in 1278 (a.k.a. Kublai Khan taking over China), becoming Jianning Lu.
The inscriptions were another clue that the date they had wasn’t quite correct. Now it was time to see if a new radiocarbon dating analysis agreed. The researchers took three samples from different artifacts on the ship, including resin and ivory. They used accelerator mass spectrometry, a dating method that could measure the carbon isotopes in the organic samples with more precision and sensitivity than the tests run in 1997 were capable of. The result? The goods on the ship were likely 800 years old, not 700.
In this case, the change in date helps the shipwreck find a better fit in its historical context. Niziolek says that about 40 years before the the earliest time this ship would have sailed there was upheaval in China. “That’s a time when the Song dynasty court was forced from the north to the south by invading Jurchen, who established the Jin dynasty. The overland silk routes would have been cut off to the Song dynasty court, and they came to rely more heavily on the maritime routes. That’s not to say those maritime routes didn’t exist prior to this, they just became more used.” Niziolek says.
The ship routes were also perfect for transporting pottery, which is easier to carry safely over the sea than on land. The researchers think this ship was probably headed for a port on Java, where it would have traded the goods on board for other luxury items, including spices like pepper, which were highly prized.
There’s still a lot to learn from the artifacts in the shipwreck. Niziolek and her colleagues are looking into where the goods on board came from, narrowing down the source of the resin (it may be from Gujarat in India, or Japan), or using DNA analysis to try to trace the origin of the elephant tusks. Niziolek is particularly focused on linking the ceramics to specific kiln sites in China, which could build up the picture of trade in the region even more broadly.
“It’s important to realize how many stories and how much information we can get from this single collection. Even if wasn’t procured under ideal circumstances we’re still able to take it and really invest a lot in terms of the research to look at these processes that people are familiar with every day.” Niziolek says. “You think now we live in this globalized economy, but 800 years ago, it was very similar.”

Troubleshooting On Windows
Open Up Your Start Button
The first thing you need to do is open up your start button and select the settings option. This will bring up the settings menu on your computer’s screen.
If the settings option is not labelled, it will be the option that looks like a small cog on the left-hand bar of your start menu.
Update And Security Option
This will then troubleshoot your computer and allow your Windows system to update. Anything that is preventing your computer from updating itself will be taken away.
Your computer will then be able to install the important security and quality updates it needs to be up-to-date and working at its best possible level.
Reset Your Computer
Sometimes, your PC can’t seem to get rid of whatever is preventing it from updating, you may need to completely reset your computer and start from scratch.
This does not mean losing all of your files – they can all be easily backed up on the Cloud beforehand to ensure that you don’t lose any important documents, photos and games. So, back up all your files first before trying this method out.
If it does come down to this option, then you will need to go to your Settings menu once again and go to Update and Security once more.
Reset The PC
The other option, Remove Everything, will delete them and they will be lost.

Windows will then give you the option to choose between reinstalling Windows through Cloud or through a local reinstall. You should choose Cloud download.
After this, your computer will reset and whatever was blocking your previous updates should now be deleted. Your Windows will update and reinstall itself onto your computer and you can go back to enjoying your PC with no more error messages!Conclusion
